I presume they looked at permanent residents only. For alcohol consumption totals I would think Las Vegas and New Orleans would top the list due to drinking tourists.
A lot of cold weather cities near the top, I guess people need a little something to help keep them going over the long winters. I also see some cities that are strong on micro-brews (such as Portland, OR) on the list. Twelve drinks a month? I used to take that down on a Friday night, but then I was young, strong and foolish.

I'm not sure all the intoxication in Austin is due to alcohol.
