I can't imagine anyone at a major research institution (R-1s in the trade) doing anything like this, but I could understand someone at a small public university campus who needs to publish taking a shot. But I'm surprised it can work. Every institution I have worked for uses Cabell's journal lists and information (which Indiana University-Purdue University has helpfully made available on-line) to verify information about scholarly journals.
