Back when I was a tech writer, we used a similar tool called the FOG index. We were supposed to aim for an 8th grade reading level (supposedly the same level as a Reader's Digest magazine) and avoid more than four three-syllable words in a paragraph. It's hard to do that, especially when you're writing software-specific documentation intended for an audience already familiar with a product. My rule of thumb was always "Know your reader and write accordingly."
