Mm. Seems this list is trying to augur the quality of "scene" from the national acts to emerge or congregate there...which means, No, Sorry. For example, DC is more supportive of an impressive array of local music than Philadelphia is, the two cities I can speak to with the most authority (along with the Honolulu of, gulp, almost three decades ago).
