The Monkees were a purely manufactured band, but some of the songs were--and are--great...I'm pretty much with Jeff, the top 8 are far better than 9-16, but, still, for a lot of groups, that'd be a pretty damned good career.
(Note...This year, I've been sending my FB friends the Billboard top 40 list for (roughly) their 16th birthday as a birthday reminder...just sent the March 30, 1964--week of April 4--and 1-5 were all by some obscure British band, called the Beatles, if you can believe that.)
