I've been reading March of the Barbarians by Harold Lamb about the Mongol Empire. Genghis Khan summed up his philosophy as "Be Tigers in War and Lambs in Peace." This basically sums up how contradictory he seemed. Though he was actually just extrememly pragmatic i.e. he could massacre a city if they did not submit, but he knew enough not to goad them into rebellion if he had submitted.
