What!? If my school district had bull(feces) like that I would move to get away.
That is definitely a step too far. Big Brother. It's even worse over here in the UK.
Wouldn't a ball and chain be cheaper?

So who monitors the GPS, and when they get a fix on the location, then what? "We are at a critical point in our time where we can either educate or incarcerate." What kind of kids do they grow in Bexar County??
