As I recall (and the clips seem to verify), the serial ignored the Simon/Kirby mythology and turned Cap into a generic civilian masked hero, minus shield and plus gun. The 1990 movie got some of the mythos right (the Red Skull, the WWII origin) but lacked a few essential qualities, such as, umm, action, a strong character, and a charasmatic lead actor. It was one of the worst comic book movies ever. Advertised for summer 1990 theatrical release (posters were displayed here in DC) but went direct to home video instead. Apparently Marvel plans to try again and make a new Cap movie.
CATCHER AMERICA, arch-enemy Phony Skull, sidekicks Franny (who can agitate frantically into a tornato or cyclone) and Zooey (who can turn into any animal, or two if they're small), rallying cry: "Raise High the Roof Beams!"
Yes, Matt Salinger. I'm almost tempted to hunt up the video and see if it was really as abysmal as I remember. I always wondered if one of the screenwriters listed in the credits -- Lawrence Block -- is THE Lawrence Block?

I checked the IMDb, and, sure enough, Matt Salinger (J. D.'s son) did play Cap in the 1990 movie.
