Wikipedia has Del Shannon with 12 top 40 hits (Billboard).Billboard does list "All Along the Watchtower" as Hendrix's only top 40 single. He had 6 top 10 albums before his death.Johnny Ace had 8 top 10 R&B hits in 3 years, but only 1 pop charts top 40 ("Please Forgive Me" hit #17 in 1955).
