This is a case of a theme song being more famous than the show itself. I've seen old episodes and the show was decent, but not great. The theme is a classic. (It was also used in the arcade game Spy Hunter.)
Blake Edwards did a lot of stuff that wasn't great, including most of his last few movies (SUNSET--which could have been much, much better--and SWITCH in particular). Anyone as prolific as he was is bound to come up with a number of clunkers. PETER GUNN is remembered as great because it was something pretty new--at least on TV--for its time; my parents liked it a lot, and I grew up with both soundtrack albums. The music has hardly aged at all, but the show hasn't aged very well.
An idiot I knew in school would refer to this as "the BATMAN theme"...I wasn't kind in pointing out his error. Mostly because I was surprised, and because he was a consistently annoying person.

Oh, come one Free Live, Peter Gunn was created, produced and directed by Blake Edwards. How could it not be great??!!
