They could have just said "New York boroughs" and combined some of those.

One thing they apparently didn't factor in was the cost of basic utilities: water, heating oil or natural gas, electricity, trash and sewer. We were shocked to discover all of these were 2-3 times higher in Portland than in Orange County.
