The so-called Hubbard Electrometer wasn't invented by him or Matheson. It was already an old scientific idea when they adapted it. Know as a Wheatstone Bridge, it measured galvanic skin response to stimuli. This is one of three measurements taken with a polygraph (the other two being respiration and blood pressure). Just another bit of charlatanism proffered by his lousy cult.
