You should also take a look at Walt Kelley's I GO POGO; there's a sequence where the right-wing wants to prove Churchy is a threat to the community and their evidence is a highly-classified book of blank pages.

In this age of heavily-redacted documents, "terrorists" are confined indefinitely on such "evidence."
